Laura L. Katz

Laura Katz, a Partner in Saul Ewing Arnstein & Lehr's Baltimore office, brings significant experience in the healthcare industry to Saul Ewing Arnstein & Lehr where she balances her practice between health law and health insurance law. As a member of the Firm's Health Practice Group and Insurance Practice Group, Laura represents healthcare providers and suppliers, along with health insurers including managed care organizations and preferred provider organizations. She was appointed as the first Patient Care Ombudsman in a healthcare bankruptcy case in Maryland and has since been appointed by U.S. Trustees as the Patient Care Ombudsman for other chapter 11 cases in Maryland and a case in New Jersey.

Laura's health law practice focuses on helping her clients keep pace with increasing changes in federal and state healthcare laws and regulations. Routinely, Laura assists healthcare clients with the preparation of documents, negotiations, strategic planning, risk management and compliance. In particular, she helps physicians and other licensed healthcare practitioners along with healthcare entities, such as ambulatory surgery centers, hospitals, nursing homes, assisted living facilities, and pharmacies in handling critical issues that are defining the way healthcare is delivered today.

Experience

Some examples of Laura's legal representations include:

  • Structuring business arrangements to comply with the Medicare/Medicaid Anti-Kickback Statute, federal and state Stark laws;
  • Handling investigations and actions brought by federal and state governmental agencies, such as the Medicaid Fraud Control Unit, OIG and DOJ;
  • Challenging the denial or offset of Medicare/Medicaid reimbursement;
  • Assisting with the formation of clinically integrated networks and Accountable Care Organizations; and,
  • Providing guidance and policies for compliance with the Health Insurance Portability and Accountability Act of 1996, as amended (HIPAA), the False Claims Act and other relevant healthcare laws.

Laura counsels insurance clients on a wide range of regulatory and business issues including, but not limited to, mergers and acquisitions, governance, solvency issues, compliance, market conduct exams, network development, pharmacy benefit management and appeals and grievances processes. Her representation of health insurers is bolstered by her experience in having served as general counsel to a health insurer and third-party administrator. She has extensive knowledge of Maryland laws and regulations affecting insurers and has regularly appeared before the Maryland Insurance Administration.

Laura's experience and knowledge serves as a valuable resource for her clients. Each year, she tracks federal and state legislation. As an added value service to her clients, she keeps them informed of the latest developments in healthcare and insurance law.

Laura is regularly tapped to speak on cutting-edge issues affecting the healthcare industry. She has lectured extensively on topics such as HIPAA, "Concierge Medicine," and  the Stark Law. She has also served as an arbitrator and has experience as a mediator.

Prior to becoming a lawyer, Laura was a consultant to national hospital corporations and a psychiatric social worker for the Baltimore City Circuit Court.

Laura is active in the Baltimore community and has been appointed to various boards. She is a member of the Association of America's Health Insurance Plans and the American Health Lawyers Association.
