John R. Dixon
John Dixon represents clients in matters involving environmental regulation and litigation, including government enforcement proceedings. John helps companies navigate federal and state environmental agencies in their effort to obtain permits to build projects that are regulated by the government or require considerations involving the impact on the environment. John's understanding of the compliance challenges clients face is informed by his former role as Assistant Counsel to the Pennsylvania Department of Environmental Protection (DEP) and the Pennsylvania Environmental Hearing Board (EHB).
Immediately prior to joining Saul Ewing Arnstein & Lehr, John was Assistant Counsel with DEP's Southcentral Regional Office. While there, he was responsible for advising several DEP programs and also represented the agency in proceedings before the EHB, Commonwealth Court, Courts of Common Pleas and State Board for Certifications for Sewage Enforcement Officers. John has:
- Represented DEP in appeals before the Pennsylvania Environmental Hearing Board, including appeals involving petitions for supersedeas and enforcement orders.
- Advised DEP Programs on compliance and enforcement matters including Consent Order and Agreements, Administrative Orders, Notices of Violation, and civil penalty assessments.
- Negotiated numerous buyer-seller agreements and environmental covenants.
- Reviewed and processed Right To Know Law requests and counseled DEP Programs on record retention policies.
Additionally, John served as Assistant Counsel to the Honorable Richard P. Mather, Sr. of the EHB. In that capacity, John counseled the Board on complex environmental laws and regulations, assisted the Board in hearings and in drafting opinions and adjudications. John also gained insight into the regulatory rulemaking process by working closely with the EHB’s Rules Committee on changes to the EHB’s rules of practice and procedure. John was also responsible for drafting and processing the EHB's regulatory rules packages.
